Responsible for the specific responsibilities/duties listed below: Requirements Determination, Program Allocation and Control, Organization Structure, Continuous Process Improvement.

The AFDW/A1M Requirements Branch is responsible for managing manpower requirements on the Unit Manpower Document for AFDW. Requirements Determination is one of Manpower’s four core competencies; it is integral to all the core competencies ‐ resource allocation, organizational structure development and maintenance, and performance management. The goal of requirements determination is to develop a means of quantifying manpower requirements. Requirements determination may cover a wide variety of products including but not limited to: determinants, advisory studies, simulation models, and assessments. This competency incorporates manpower requirements development processes with a strong emphasis on process improvement. Once requirements are determined, they are established and monitored within the Air Force’s authoritative database for human capital requirements and resources, the Manpower Programming and Execution System (MPES). This database produces the UMD report.

Title 10 USC states, “Air Force shall be organized, trained, and equipped primarily for prompt and sustained offensive and defensive air operations.” The Air Force must organize to best use available resources. This requires simple, streamlined structures designed for seamless transition from peace to war. To achieve this goal, the Air Force implements specific organizational objectives, principles, and responsibilities.

It is the responsibility of the AFDW/A1M Organization Branch to ensure AFDW follows the organizational procedures; meets standard organization structure and unit size requirements; manages organizational structure actions affecting HQ AFDW and its subordinate units. This is accomplished through monitoring units to ensure compliance with organization principles; validating the continuing requirement for detachments and operating locations; submitting organization change requests and office symbol code requests; updating the AFDW Organization Structure Data Table to meet Global Force Management (GFM) hierarchy reporting requirements; and providing guidance to installation manpower offices.

The AFDW/A1M Programming Branch ensures AFDW executes manpower resources in compliance with Congressional and DOD allocations. It is responsible for balancing AFDW Fiscal Years Defense Program (FYDP) with the Unit Manning Document (UMD). The Programming Branch advocates for all manpower related input to the Program Objective Memorandum (POM) cycle and implements Presidential Budget programmatic decisions. Recommends command resourcing strategies within end strength and military grade constraints.

The AFDW/A1M Continuous Process Improvement Branch (CPI) provides facilitation, direction and guidance for improving inefficient, unproductive and outdated processes. Continuous Process Improvement is “a never-ending effort” to discover and eliminate the main causes of waste and inefficiencies. It fosters a culture of continuous process improvement at the level of greatest value. It empowers those doing the work to implement data driven improvements that they believe customers value most and enables teams and leaders to communicate daily about root cause challenges and visualize progress on improvement initiatives.
